New phone has SIM but not phone number in phone.

Do you mean the SIM it came with isn't activated? If so will your SIM Card from your old phone fit into the new phone? If it will then simply swap the SIM from the old phone to the new one. If not then I think you'll have to contact Koodo directly by sending them a Private message to their FB page or Twitter account where they can verify your account and further assist you on this or call them if you need it done asap however you may be on hold for awhile there as well.
It was activated at the koodo kiosk when I got the phone. My old phones SIM card did not fit in the new phone so they had to switch all info over to the new one. My pictures and such have switched over, but the phone number has not.

You mentioned about transferring your picture into your SIM card? I don't think it was the SIM card, but the MicroSD card. SIM card memory is limited, it cannot hold a single picture.
By the way, what phone was it? Did it have 2 slots for SIM and microSD?

Yes it had both the SIM and micro sd. The old phone was an S5 Neo and the new phone is an S7.

you can call *611 or  1-866-995-6636 so they can tell you the status of the simcard if is not active they can active it for you.

If you cannot send/receive texts or calls, then your sim line info does not sound like it has been activated. 

If your old sim card does not fit in your new phone (is your sim a tri-cut out sim card?),
you will need to contact Koodo to do a sim swap where they transfer your line info to the new sim card.  To do this, your best bet is to send them a private message via facebook or twitter
