Because promo plans happen occasionally. This one is meant to entice people to switch to Koodo from Public Mobile who got in on the 4GB for 40 dollar promo plan with them.

You can currently get 2GB for 45 dollars and wait for the next promo that comes out.

Public Mobile has been trying to move everyone to Koodo. So they had to at least offer the same deal which was initially $40/4GB but they bumped it to $40/5GB as existing customers have loyalty discounts (1 year customer, multiple referrals, autopay) or unspent credits that made $40/4GB seem like not a good deal.

Plus the actual original phone plan was a 90 day/$120 plan where you could use 12GB as you wanted in the 90 day cycle, so you could choose how much data you wanted per month with no extra fees, something that you lost with only $40/4GB per month.

So the 5GB deal is only slightly better, but only if you had a tiny amount of referral bonus. For those with a larger referral bonus (each referral was $1 off per 30 days forever, 10 referrals was $10 off) even this deal might not be worth it.

It is hard to compare directly.

PM is prepaid while the Koodo plan is a postpaid with more options on plans and access to discounted phones. The discounted price on phones could compensate for the referrals. You would need new phones anyway, after 1 or 2 years.

Minutes on the PM plan is provincial  while Koodo plan is national.

12GB/3months is great but if you are a normal users, data usage is likely spent similarly each month.

Again, it is more like a choice of users, and it is good to have choices.

Indeed. 2 dollars off a month for autopay, 1 dollar a month per year with PM (up to 5), plus the referrals, and that 40 dollars comes down to under 30 for some.

It is hard to find referrals though. Unless it were friends and families that don't have phone plans before. Koodo also have referral credits.

25 dollars one time and the occasional 50 doesn't have the same ring as a permanent monthly discount. And I did specifically say for some.
