if a person had a negative tab balance, and phone was shut off (due to none payment) can they give phone to friend and then could the friend activate the phone on a new plan

Sure.

They'll still have to pay for the negative Tab and the overdue bill. Once that's paid the phone will belong to them, they can do whatever you like with it.

Doesn't have to be done before. It's been charged to them and it will be payed eventually, whether done soon or after it goes to collections.

The phone can certainly be activated on Koodo again with a SIM only Plan whenever unless the phone has been blacklisted (IE: Reported lost or stolen)

Well not necessary. If it's a Sim required phone, all you need to do is activate a Sim and put it in the phone and it'll work. As long as the phone is unlocked or with the same provider it is locked to.
(From experience). The bill and tab balance is still the responsibility of the original owner of the phone. Also as long as the phone isn't blacklisted aka lost or stolen.

If Koodo does not get paid, then I believe Koodo reports the phone lost/stolen so that it is blacklisted so no one can use it

This would be incredibly useful to know for sure. If Koodo doesn't get paid then it goes to collections. They'll eventually get their money so I'm not sure if they would even bother blacklisting it themselves? Not entirely sure.

Do you know how collection works? The debt is SOLD to the collection agency at a fraction of what it really is and the collection agency goes after you for the full amount. Once it's in the hands of the collection agency, Koodo couldn't care less. Actually, they probably could.
