My tab should be up by now

I have been loyal with Koodo for 27 months now. I have had a Samsung Galaxy Ace S5830 since December 17, 2011. It has been dropping calls, etc for nearly a year now, to which nothing was done about. I am ready for a new phone, however, my tab is still not up. It still has over $60 on it. Is there any way I can get rid of the rest of the balance on my tab? If new users get to have their tab done in 24 months or less, and I have been a loyal customer for over 2 years and I have to pay my tab and then get a new phone with it resulting in more money, I may as well switch providers.
