Is your data turned on? In order to send/receive picture messages, you must have data turned on. It won't use it but it requires the connection however applications running the background may use your data.

Did you happen to turn data off on your phone? (Wifi doesn't count for picture messaging).
If data is still on, is it still working?
Make sure the apn is set to sp.koodo.com, the mmsc is http:/ /aliasredirect.net/proxy/koodo/mmsc, mms port is 74.49.0.18, and the mms port is 80.

Maybe a stupid question but did you power cycle the device? Also, go into your Mobile Networks and reselect GSM. Possibly a refresh is needed? Good Luck. ")

Selecting GSM probably will not help as Koodo does not have a GSM network.

What does it mean by "unable to load the resource on nexus 4

Usually it's written this way: (example only) 'unable to load the resource android.content.res' and points to a specific resource that is not loading correctly. From there I can usually determine whether it's an app-based resource or a resource within the Android operating system that is causing the problem.

I am having the same problem!! I do not have data, however my plan says I have free picture messaging. What do i do?
Also if I turn on the data then I am worried i will by accident connect to the internet through other apps, is there a way to prevent this?

Turn on & connect to wifi, then turn on mobile data to send/receive pictures.

so there is no way to send pictures if you are not in a wifi zone?

or there is no way to have data on but have it only restricted for MMS?

No, there is no way to send them WITHOUT THE RISK OF USING DATA if you are outside of a wifi zone.
