The account holder will have to be present IIRC. But either one can log in on self-serve to purchase a phone online.

Unless your sister has been added as an approved user.  You will have to contact Koodo to do this if your sister has not been added as an approved user before.

I'm authorize user.  I went to buy a phone without account owner(my husband) before.  I was told that I can change/add things because I'm authorized person.
But, the account owner have to call Koodo to make note that if an authorized person want to purchase a new phone without account owner at a store.
You should add this info - your sister need a phone and she will go to a store without you - when you call in to make her as an authorized user.

Mayumi describes here procedure that is common for both mobile, home and cable companies. I once was authorized the same way.
