Do you mean you had the sim card slot/assembly replaced? The Note 2 does not have a tray. Did the person telling you water damage show you the white dot detectors? Did you try the sim card in other phones to see if it wasn't just the sim card? The Note 2 is now four years old. There's not going to be much to be done about it unfortunately. Especially if you already replaced the sim card slot assembly in its entirety. I'm not sure what other troubleshooting can be done and is worth doing if the phone still won't read the sim card and you're troubleshooted that it cannot be the sim card. Does the phone see any networks? Or does it just say some sort of sim card error when you put one in?

The age of the SIM card could be the problem, SIM cards don't last forever. There are three water damage detection devices built into the Note 2. Two are easily visible; one of them is a small rectangular sticker located on the edge of the phones' battery opposite the three brass contact points. The other location is just above the SIM card tray and looks like a small white dot. The third water damage detection device is affixed to the motherboard and involves dismantling the phone to see it.

If the phone went for a swim, chances are the two stickers would turn a pink or red colour indicating water damage. If they're white, there's no water damage. Video below shows where the water damage detection stickers are located.

Unfortunately it's not worth it. I'm personally not sure of what to change at this point and for a four year ol phone at that, I would look into a replacement phone.
