My service has been disconnected.. My bill due amount is not over my usage cap.. Why has my service ceased?

As long as your bills are up to date then they don't disconnect you. Have you tried removing the SIM card for a minute, put it back together, and then reboot the phone?

Also make sure airplane mode is off and you have 3G enabled in your settings.
