Are you connected to wifi OR using your data? If your wifi signal or cellular signal is really weak, that can cause that error as it cant establish a good enough connection to get and push new emails, etc. Sometimes it actually is the server in which case you'd have to ask/contact your email provider as to why.

If you are able to browse the web but can't get mail to work, it may well be your incoming (imap) settings or outgoing (smtp) settings.

On android, you would find these under Settings=>Accounts=>Email. Tapping on your email account brings up Account settings=>(tap on the email account). Check your Password to make sure it is correct and then the box below indicating [More settings]. Server settings has choices for both [Incoming settings] and [Outgoing settings].

Check with your mail provider for correct values.

It doesn't have that option on a Moto G with Koodo.
Only one line for server that has col403-m.hotmail.com - - - or bay407-m.hotmail.com - - - Mine always says 'cannot connect with server'. but there is nothing else to adjust?
This is the built in email. would it be better to download a different app for hotmail?
