Hello Cindy. Please make sure you do not have a data block on your account from the past. Also the data toggle has to be turned on for picture messaging to work

I just noticed you have an iPhone.
If you want to use imessage, then you will need wifi or data connection.

Keep in mind that as soon as u enable data, apps running in the background can cause extra charges. My best advice is set applications to only update over WiFi and to shut off background app data. Not sure how on an iPhone but YouTube will be able to help for sure.

on iPhone go to Settings > Cellular > then slide the button for each app you want to access / not access the cellular network under the 'Use Cellular Data For:' section.

To turn Cellular data on, go to Settings > Cellular and slide the button marked Cellular Data.
