My new Samsung Galaxy S3 is problematic in that the battery life ranges between 8 -11 hours, while using minimal functions. Is this normal?

It is normal depending on how much use you consider minimal and what you are doing. Are you updated to the newest version of Android that has been pushed to that specific device? If not then I highly recommend updating the phone as it helped with battery life quite a bit.

If your doing all the things mentioned in this article: Then I would say you have a problem. The 8 to 10 hr. time span seems pretty normal. Some people even get less. I've heard of some going 3 hrs. Something to do with the calendar and Android. This guy had a real problem, but managed to solve...hope it helps:

Might just be that you need a new battery, you can easily get one off of amazon or ebay.
