Settings>Cellular, Under "Voice and Data" is it set to LTE ?

This is from an article

Remember, whatever you choose is the maximum speed, not necessarily a guarantee that your iPhone will always use that chosen cellular connection speed. Thus, even if you choose LTE, you still may cycle down to 3G or 2G if the connected cell tower only supports those speeds. On the other hand, choosing something like 3G will cycle down to 2G, but will never cycle up to LTE.

On an iphone:
-LTE is called LTE
-HSPA+ is called 3G

On Koodo marketing
-LTE is called LTE or 4G LTE
-HSPA+ is called 4G even though it is really 3G with speed that reach low 4G speeds (I call it 3.5G)

It showed LTE is hen switched to 3G so I'm not on a 4G platform,

That means your LTE signal is too weak that it switched to 3G.

Or there is something wrong with your LTE on your phone.

Dennis: one last thing,, should I take my iPhone to a koodomobile shop or call *611 to notifying them regarding that why I'm not on 4G?

I would not say 4G.  It is too confusing.  I would say that you are not getting LTE
