When you slowly and slightly push the charging cable end that's plugged into the phone towards the front or back of the phone does it begin charging?

No sir. No sound, no vibration, nothing

Perhaps the battery is ran its life. You can try another charger and cable just to see if it's a fitment issue as the contacts become loose over time on the old USB connection. That phone has a removable battery I believe you could try a new battery as well, usually find them for a few bucks on eBay.
Another option is to take it to a repair shop and have them repair it.

I've tried to connect it to a different charger with no success. Removed & placed back the battery also with no success. I guess I will have to take it in.
It's no longer covered, is it?
I would hate to think that the battery is dead because our only other phone is an apple 4 with no sign of slowing down & how old is that?

I would try to test the micro-usb cable. Have you got another cable?. The micro-usb cable is notoriously vulnerable at the connection.
By the way, so your battery was completedly dead? and couldn't even power the phone?

Have you tried a different power outlet too?

The iPhone 4 was released in 2010, which makes it a dinosaur in cellphone terms. That is considerable longevity!

We only have one of those cables so I haven't tried another-one yet. We never let the battery totally die. It gets turned off & plugged in at night or on sunny days as we are off-grid.

Yes we have also tried other power outlets as well.

We only bought this phone to use as a camera &  really for emergencies as we are far away from any town. I would hate to have to go back to apple & all it's hype, sigh.
Maybe we can sell our dinosaur to the museum in a couple of years or trade it on an interstellar action site to an intelligent being for....well whatever they have to offer is better this, sigh.
