It means you must unlock your phone as in put in your passcode so youre on the home screen. Its a security feature to keep people from getting into your files without a password. When you unlock it you may get a notification on the phone in which you have to allow the computer to transfer files.

Make sure you have the Motorola Android Windows drivers installed. Not entirely sure whether they're pre-loaded in Windows 10, but if not, you can download them from Motorola's website. Link: https://motorola-global-portal.custhelp.com/app/answers/detail/a_id/88481

Thanks but no luck, I get the same message. Phone is unlocked and drivers are installed.

Are you using Android Marshmallow?
You may need to switch the operation of the USB port by swiping the notification shade down from the top of the screen, and changing the utility of the USB port.

I checked 'About Phone' but can't find if it's Marshmallow... where do I look for that? I swiped down but do not see what is in your website. Phone has the latest update though.

When you first plug in your phone to a usb you should get some sort of similar notification. Just tap on that if you see it then follow the instructions mentioned above.
