How to turn off 'cellular data ' on a Moto G to restrict usage to wifi & prevent Apps updating for lower costs while out of country?

If you make sure "Roaming" is unticked, Howard, you will be restricted to WiFi when abroad :) It is unticked by default!

Thanks - but how do I access 'Roaming' for that option?

go to playstore>menu>auto update apps> then make sure auto-updates apps over wifi only is selected. This way you wont use any data for updating apps. :)

Haha hang on Howard, let me get my Moto G and I'll explain both options :)

To turn of roaming: Go to Settings - More - Mobile Networks - make sure "Data roaming" is UNticked
Settings is the app with the gear in your apps drawer.

To turn off automatic updates: Go to the Play store - Settings - Auto-update apps - put the check in "Auto-update apps over Wi-Fi only"
To access the menu, press the 3 dots (like traffic lights but all white) in the top right corner.

If you set both, you'll be safe :)

Just to add there was an OS update pushed today to fix known issues with the phone so if you haven't updated it you might want to before you encounter any issues. Go to settings - about phone - system updates
