Does my monthly plan start being charged at time of purchase or when I receive my phone in the mail and start using phone?

The phone is usually activated on the day it is shipped to you, so it is ready to go out of the box. Billing would start at that time.

In addition, your first billing period is pro-rated from when your phone was activated to the billing date. You are also charged services for the upcoming month in advance This occurs when anyone signs up with a provider. Similarly, when you change a plan,  both the old plan and the new are pro-rated for the portion of the month they were active. Here’s link for you describing the process.

I understand pro-rating and payment for the next month, but if I haven't actually received the phone (which sometimes is delayed) how is it fair that I pay from the moment I paid online for my new phone and plan?
