Is there a setting that can be changed with the APN on a Samsung Galaxy S5 so that pictures can be sent via text when in wifi...without having to turn data on?

As far as I know there is not, I can dig around for some info but I cant on my S5. Most if not all phones require Data turned on for it to work.

Yeah your right Chadwick it's not possible to send texts (sms or mms) over wifi.
You and the other party can however use any messaging service such as Facebook messenger to send and receive messages containing pictures over your wifi signal, just both download whichever messaging app you choose

MMS (picture & video messaging) requires a mobile data connection. SMS (text messaging) requires a mobile voice connection. WIFI is of no use for either, unless both sender and receiver are using some common bridge software such as Skype, iMessage etc.
