I have an Alcatel One touch Pop Icon and every time I send a message, it pops up message not sent yet it tells me it was delivered and i am having a conversation with people. How do I fix it?

First I'm going to ask that you remove the battery and put it back in/turn the phone back on. If your phone has no removable battery, just power your phone off and back on. Try sending a text after and see if the message still pops up. As phones are essentially computers, this will "refresh" it. A lot of time this fixes random issues.

Everytime I go into the text messaging app it pops up....even if I am not sending a text

Hi Christina!

Another text messaging app, like Handcent SMS from the Play Store) for example, might help you with this. This app can show you a failed message queue that you are unable to see with the default "Text Messaging" app.
Open Options->Settings->Send message settings->Delivery report. Select the tab for Undelivered and then the Trash Can icon to delete any undelivered messages.

You can simply use it to delete undelivered messages and then remove it if you want. Just make sure to turn off Handcent's notifications if you plan to keep it installed.
