Meaning behind 0$ roaming add-ons

What are the implications with the $0 roaming add ons (talk, data). Does this mean that if I go to the U.S. or other countries I can leave my phone on without being charged for incoming activity? If this is wrong, what do you get charged for that steps outside of the roaming add on?

To simplify - what do these add ons include with the $0 and what is not included?

If you're talking about the ones you see on self-serve when you go to add/change add-ons then no. Those are so that your phone will work overseas. It doesn't do anything but allow your phone to work. You will still be charged accordingly if you use your plan while roaming. You would need to purchase an actual add-on in order to save on pay-per-use charges.

If you just go to the US or Mexico, those aren't even required as they're if you're travelling overseas. Your phone will work just fine in the US without it.
