Local calls are ones that are local to whichever tower you are connected to. The best way to check if a call is local is to dial the number without a '1' in front of the area code. If the call is LD, you will hear a warning that LD charges may apply.

I can confirm this was especially true in my case . I  have to dial my own area code at all times (as is extremely common in Canada now)  but could dial a different area code ,before it became an overlay,  as only 7 digits (e.g. 555-1212); the call was normally long distance on a land line but could be local on a cellphone. You could move a little bit  and the same call was suddenly long distance and required the leading  
1+ area code+number or was still local but required the area code+number.
