Looking to change my plan and confused about "Nitty Gritty"

I am looking to change my plan, and when I select the option to change me plan in my self serve account I see a number of different ones offered. I'd like to switch to $55 for 1GB + 2GB Shock Free Data which I see listed. 

When I click "Nitty Gritty" I see:
  1. Rate plan available for Manitoba and Saskatchewan residents only. Subscribers who move to another province will be migrated to a rate plan available in that province with similar services at the monthly rate plan then available.
  2. Rate plan available for Quebec residents only. Subscribers who move to another province will be migrated to a rate plan available in that province with similar services at the monthly rate plan then available.
I reside in Ontario. I see what is above written in the Nitty Gritty for a lot of the plans offered. What exactly does that mean, is the plan still available to an Ontario resident?

Make sure you have the right province selected in the top right corner of the page. This way you will see only the plans availiable for you!

You can get 1GB for $55 and 3GB for $60

If you look at the description of the plan you choose; the part with all the details, you will see some small numbers near the end of the sentence. These numbers refer to the numbers in the Nitty Gritty.
