I am looking for a cell service plan and I do not know where to find one. Is there a plan that is $15 and not prepaid?

As you can see the cheapest non prepaid plan is $30.

You will need to have established credit for a post-paid plan with any carrier. If you want a lot of texting, then Koodo's prepaid $15 a month is one of the best going, and any minutes or data you buy do not expire unless you cancel the account.

For barebones calling only without a monthly fee, Bell has a prepaid plan but minutes are expensive and only cover your local calling area.

Postpaid you pay a month in advance and any overage fee from your previous month. As well you can purchase new phones on the tab. A monthly interest free loan for 2 years to help you buy a phone.
Prepaid you pay for the month in advance but pay for what you want to use. No overage fees.
