I am wondering when I move for work to Prince Rupert BC/ Port Edward, can I get a local number for either of these communities

As long as there's numbers available. It's also going to depend on the home exchange availability as well. Koodo's plans make your number local, so you won't receive long distance charges no matter where you are or if you make/receive calls.

i just don't want people being billed long distance that call me, that is the issue

is it possible to find out prior to moving to the new location, i know that Rupert can be a problem but often port edward is available

Log into your self serve →Mobile phone →Change Number →option 1.
Then you will see all available city as MykeC said.
If you move to different province, you need to call Koodo to change your phone number. (You can ask about local number availability...)
