If I make a local call in another city, where I am not living, will I be charged long distance? That is, I live in Victoria, but will be located in Saskatoon, and making a call in Saskatoon. Is that called a local call? I am on prepaid, so I pay $25 for 500 minutes.

Local outbound calls are calls made within the local area you're located at the time of calling. So if you're in Saskatoon calls made to Saskatoon numbers are local, but to your home city will be long distance.

Conversely, if you receive a call from anywhere while you're outside your home city, it will be long distance.

True! However, in either case your calls just use one booster unit, no matter where you are in Canada and no matter where the call is from :)
