I recently upgraded to an LG G4 from my old Samsung Galaxy S2, which was running Android 6.0, but had a battery that had gone through too many cycles.

While the LG G4 is a noticeable improvement, I am rather frustrated that :

a) I cannot install a Cyanogenmod ROM to clean out the LG ROM;
b) There is no FM radio - a feature that all phones should have; and
c) It cannot be rooted to install Ad Away - advertisements in applications take a lot of data that I want to conserve for what I want read or view.

Is there a schedule for which Koodo will unlock the functionality above?

Well it's not Koodo that creates the software (though in some cases they distribute it) but the phone manufacturer. Your best bet is to keep an eye on LG's releases though in my experience, companies are not quick to release software that unlocks functionality.
