Koodo don't let me change my "phone protection add-on". However I can change add-ons that are "0" balance.
If I call *611 they will charge me 10 Can$ ?
Is this a tactic to discourage customers to delete add-ons they don't want anymore?

IIRC the phone protection add-ons need a call in to be removed so you should not be charged. You can always call and confirm first if you would be, but you should not. In general the fees do not apply if you are actually unable to do something on your own.

There is no charge for removing that add-on Dan. Because it's a third party we use for warranty it's not built into our systems. You also can't add it. I hope this provides some context.
