Koodo doesn't release it Samsung does and chances are you can expect it when Samsung releases the Telus update for the Galaxy S2X

Jelly Bean is just a version codename of the Android OS (Operating System)
. Every version is named after a sweet treat, such as donut, eclair, gingerbread, honeycomb, Ice cream Sandwich, Jelly Bean & supposedly in the future there will be Key Lime Pie.

before you push to download the MMS message you need to make sure you have your phones data connection on. It has to be data connection you can't send or receive MMS over wifi.

jelly bean probably would not run so smooth on this device it barely handles ICS as you may have noticed it is quit laggy jelly bean will likely make that problem worse!! this phone only has a totla of 4 GB of memory for OS and storage i havent seen jellybean on such a device, not to mention only 650 MB or ram. Though with certain ics firmwares it can achieve much better performance we will see these benefits soon with updates im assuming as the jully updates have already been rolled out by samsung and seem to greatly improve performance and fix that annoying skipping in music playback that many of these devices suffer from.
