Is warning/notification text considered a premium text

Is a weather advisory such as one from weather network or any other warning/notification text I have signed up to receive considered a premium text and if so will I be charged if I receive one either here in canada or while travelling in the states where I just have a $5 for 100 texts

Since they say that there's $3/month charge now, it's a premium text. But it's charged to your bill monthly, so I wouldn't think that you'd have any additional charges.

Just to clarify, from what it says in the link that Ivan has provided, the weather network will no longer be providing alerts via SMS notifications (effective August 2015) and the $3 monthly charge for such a service was removed, so there should be no fee. I also use their weather application and it uses data when accessed, so you may be charged for data roaming if you access it while in the US.
