Hello

I picked up an S8 from Koodo, but I have always used unlocked Androids in the past. Is the S8 locked to Koodo? I read some stuff about the phone locking upon inserting the SIM. Is this accurate?

For the record, I have not inserted any SIM into the phone. I have just been running it on wifi to play with it.

If it is locked, how do I unlock it?

Some of the phones Koodo is selling come unlocked already. (Depends on stock and if I had to guess, chances are yours will be unlocked already). If it's not already unlocked you can message or call Koodo and have it unlocked for free.

Only way to know for sure is to put in a SIM card from another provider.

That is correct. Samsung phones up to S8/+ will lock to the carrier of the first six you put in. It will even wipe the phone, so if you've set it up already, get ready to do it all over again. The only way to check reliably is to pop in a sim card.

How do the CRTC rules change that when carriers are not allowed to lock phones starting on December 1st?

Also, is this the first SIM only? So if I pop in a Koodo SIM, and it wipes the phone, and I unlock the phone and pop in another SIM when I travel, does it wipe it again? Or is this a one time thing?

It's supposed to be the first insert only but I've also read that it's a thing everytime but it's been years since I used a Samsung onultiple carriers and I don't recall that being a thing.

The CRTC rules allow for such a setup so long as the unlock code is provided with the phone.

The galaxy note 8 does not lock and only wipes the first time so subsequent Samsung phones won't have this issue.

If you got a recent Samsung model, I believe they were already unlocked. if not, unlocked code on ebay is cheap ($2-5). Koodo/telus is also doing for free.

There is no "wipe-out" after unlock. I am not sure where did you get it.

I believe you can also get a code in self serve.

I didn't see it in my self-serve. I think Koodo is doing through phone or facebook.

I got an unlock code and did the steps that were emailed to me but it said it was permanently locked.  "Network Locked"

What kind of phone do you have? Where/what carrier did you buy it from?
