I bought a Samsung Galaxy S7 from Koodo a while back at full price, no contract/tab. I was already with Koodo so I never questioned if it was locked or unlocked. If i want to switch over to Fido now, will I have to get the phone unlocked by Koodo first? Or is it already unlocked because it was bought without a contract/tab?

No, it's locked to Koodo.  You still have to get Koodo to unlock it, unless you want to use it on Telus or PC Mobile Postpaid

Koodo can do it for $35 - I don't think they've changed it to $50, but I'm not sure. In any case, for most Android phones, I recommend doing it yourself on either cellunlocker.net or a newer one I've started using recently is unlockbox.ca. Their prices are lower than any carrier unlock. It won't be as instant but it's usually 24 hours or less.
