Is koodo part of telus when looking for new phones

Telus phones will work with koodo yes. As long as u get the correct koodo sim for that phone.

You would buy one from telus or use kijiji or Craigslist to find an unlocked one. Koodo does not currently have the Note 5.

Koodo does carry the Nexus 6p. Which in my opinion is a better phone if you do not use the S Pen much.

No, Koodo is a subsidiary of TELUS and operates independently from its parent company. This is why you'll often see a slight difference in phone selection between the two companies.
