Is fee waived for transfer of ownership if done in person?

If I want to transfer my account to a new owner, is the $25 fee waived if we both go in person to a Koodo store rather than do it on the phone? I know they need to have the credit check done. Do we have to both go in at the same time or can we each go in separately?

Also, what info does the new person need to bring with them?

Also, if we do the transfer in the middle of the monthly billing cycle, do I get billed for the earlier part and she gets the bill for the part from when ownership is transferred over, or does it all go to her?

I believe I heard that the fee is waived if done at a Koodo store

Requirements:
No past due balance at the time of request.
$25 fee for the new account
Credit Check for new person done over the phone, must have 2 of 3 IDs(Drivers, SIN, Credit Card)

Official response from this thread too :

We'll need to run a credit check on your sister, so make sure she has two forms of ID, both government issued and one with her picture on it (not the health card).

If you have a negative tab, it can be transferred to your sister only if she passes the credit check. If she doesn't we cannot complete the Transfer of Ownership. (ignore this if you have a positive tab)

Make sure your account is active, we can't transfer it to her if it has been cancelled

According to the "contact us" page, an account user name change can be done at a Koodo kiosk for free, you both just have to be there.

Does anyone know if the new owner can also keep my old plan? The plan no longer exists and is better than their current deals.

Yes they can since the number and everything (like the tab) is being transfered
