Try turning it off and taking out the sim card, then turn it back on then off again and put the sim card back in.. it's worked for me before.

That message generally means it's locked to a network that's not Koodo. Where did you get your phone?

If your phone isn't from Koodo or Telus, you'll have to unlock the device so it can be used on Koodo's network.

Reset your network settings. You'll lose any saved WiFi passwords.

Make sure you're not on airplane mode and have 3G enabled under cellular settings?

Last thing I can think of is to plug your iPhone 5 into your computer, then go to iTunes and update your carrier settings (if they aren't already).

Also see if you can test out someone else's SIM card (that isn't Rogers).

Edit: I see that the iPhone 5 is unlocked from Rogers. If testing out someone else's SIM doesn't work either, then it's possible that they didn't unlock the phone properly?

Jonathan that's what i was wondering, if it was a jailbreak unlock rather than an official unlock, doing the restore would have effectively relocked the phone.

If your phone show "no service" message while inserting new sim?Yes means,Try powering off the device and removing the battery if possible > then remove the sim card and leave it out for a minute > reinsert the sim card > power on the device. If your problem persists, there may be a chance to your phone is restricted by some network carrier,So try to unlock your phone. For unlocking visit http://www.simpleunlocking.com/apple-...

Not a bad guess, but since this is a 5 month old thread resurrected by a spambot, I doubt the original poster cares much anymore.
