I dropped my iPhone SE in the toilet today... waw waw waw...... It is currently drying, but I was wondering if there still ends up being water damage and the speakers don't work or whatever it is, would I be able to get a phone replacement or upgrade? I'd be fine with a replacement as I really like my phone, but if possible, I wouldn't mind getting a new iPhone 7 if I could... I have AppleCare+ that fortunately expires at the end of this year, so would that be covered? I know that there's a fee of $129 for whatever, but not sure if I could possibly upgrade.

Koodo doesnt deal with this you need to go to an apple store. You can pay off that phone if you still owe on it and get a new phone on the tab as your free to upgrade anytime.

Yes the 129 should cover for accidental damage too. You will need to bring to an apple store. The apple store will then provide you options if you want to upgrade(additional costs) , but you are guaranteed a replacement for the 129 + tax

I would just pay $129+tax and get a replacement, and sell it on Craigslist/Kijiji. Apple price for used phone is normally lower compared to market value. You could then use the money to buy an iPhone 7 at a Apple store.

It's still worth more than the $129 replacement fee

Like dinh said, $129 replacement and then resell it and make some money off of it.
