Definitely not normal, what kind of reception are you getting? Does it happen everywhere or just at one place like say at home but works at say the mall?
What model of iPhone is it?

Certainly not normal. Why are people annoyed? Does it appear to them that you're connected and not talking?

You can try taking out your sim card, putting it back in, and restarting your phone. If that doesn't work, try resetting network settings. Beware that you'll lose all saved WiFi and BT connections.

How's your reception? Does this happen everywhere regardless of reception?
