iPhone 5S and Tab vs Tab Plus

The iPhone 5S is $0 down for Tab ($15 x 24 mo = $360) or $0 down with Tab Plus ($21 x 24 mo = $504). Is Tab Plus a really bad deal or is there some nuance I don't understand to the Tab system? 

It used to be that the tab was paid with a percentage of your bill, but it seems like that has changed and now the tab system is just monthly payments on the phone. Correct?

Correct.  They don't contribute tab for you anymore.

For the iPhone 5s:  Retail Price is $634 and Tab and Tab plus both offering $0 upfront now.

If you choose Tab: you can keep your current plan and your tab charge will be $15/mo for next 24 months.
If you choose Tab Plus: you have to switch to one of Tab plus plan + your tab charge will be $21/mo for next 24 months.

I I just checked Tab plus plan. If you are heavy data user(more than 7GB/mo), you might have better deal. (I can't tell I'm not comparing between them yet) 
You should calculate/compare what you will be pay at the end ( Plan + tab charge + overage), then pick the best option for you.

What the case in this specific case between the two options at 0$ is that Koodo is giving you a 274$ activation credit when activating with the regular tab, or a 130$ activation credit with the tab plus. 

Apart from that, the difference as Mayumi already stated lies with how much data do you need. For most users, your best deal would be to get the regular tab with the 15$ monthly payment with a 1gb data plan (60$), whereas the same would cost you 69$ plus 21$ per month.

As you can see, for a 1gb usage your best off with the regular tab.
