You can purchase service for prepaid at any age but you must be at least 18 to sign up for monthly service with a contract.

You will need a Canadian credit card / ID to get a postpaid account I believe, your best option if you don't have those is to check out Koodo's prepaid offerings in which anybody can go get a SIM Card at your local kiosk and open a prepaid account if you have a compatible unlocked device to use. If you don't already have a device you can get one at a kiosk or one of Koodo's retail partners such as Walmart.
Prepaid SIM cards cost $20 but they come with $20 in activation credits to get you up and running immediately.

The prepaid SIM cards are often available on ebay.ca if you don't have local access to a boutique. Koodo does not offer them online. There is no paperwork to do on prepaid, so if you have an unlocked AT&T-compatible phone, you can set yourself up entirely online.
