I got billed for $ 44.00 for US Intl.
I was not in the states so what gives ?

Or if Chad's thought wasn't correct, are you on a border town (Windsor, Niagara Falls, etc.) or were near one recently? Most people have automatic network selection on by default in their phones. Since U.S towers often have their transmitters turned up higher, a lot of Canadians catch those and then get charged for it inadvertently.
