I'm 17, but I do work, can I still use tab, cause I'm planning to get either the $30-$35 plan for the iPhone 6 16gb

Depends on what province you are in. You have to be age of majority or you are not legally allowed to sign a contract.

You can always put it under your parents name if your not age of majority.

I don't know of any province that considers 17 the age of majority, so most likely you will not be able to. As Timo and Paul have said, you can get your parents to activate it and put it in their name for you until you turn 18. 

Another option for you depending on your available resources and are you live, is going to an Apple store, and buying out a unlocked iPhone 6 and then going to a Koodo kiosk and purchasing a 20$ prepaid SIM card and activate it under your own name and then when you turn 18 you can activate it in your own name.

If you can't afford the phone upfront, then do as Timo and Paul suggested doing.
