if my data is off can i still recieve pictures in a wifi area? if i can how? as i always get a message for me to contact koodo

If your data is off, you cannot receive picture text messages on wifi.

The reason you are receiving this message is because your plan doesn't include any data. The only way to receive send picture messages when on wifi would be iMessage.

Or do what I do and send pics over Facebook messenger to your friends it can be done over wifi. Also Google is going to be introducing sms & mms into Google Hangouts very soon which will be available over wifi.

Picture messages uses data but you are not charged for it.

Just make sure when you turn your data on to send/receive picture messages that your apps (emails, facebooks, etc) are not using any data in the background. Assuming you do not have a data plan
