I purchased a new phone from Koodo in Feb of this year. I still have the old phone but everything was transferred to the new phone. The old phone still contains pics, address book etc. How do I know if the old phone is unlocked? Can I give the old phone to someone else to use? It is paid off

Only way to test it is to put another carrier's sim card into it to see if it works.

And unless it is a Nexus phone, you will need to pay for it to be unlocked.

And just to add, you don't need to fully pay off the phone before you can give or sell it to someone as the tab you owe is tied to your account not to the actual phone. To find out if you still owe on the phone then log into your self serve account and tap on the tab icon and it will let you know your exact tab situation.

To answer your question, the phone is not unlocked. To have the phone unlocked, you need to request an unlock code from code for $35. Regardless if it was bought on a tab or outright, you must pay to unlock your phone.
