If I don't pay for the internet feature on my phone, if I am in an area where there is free wifi, can I use it without being charged?

Yes. Signals jump once in a while. To make sure you only use the internet in wi-fi you may want to turn your cellular data off on your phone.

Bear in mind if you do the above you won't be able to send pictures. Then again you can always turn data back on. :-) It's real easy.

If you are connected to wifi, all data use will go through wifi.

If you don't do send/receive pictures, you can use "Data block".
I can access to wifi at home, work, café ,restaurant, library..etc
I still able to play games, check FB .. and I don't need worry about to get charge for data use. (it's works for me because I use phone for basic thing)
