If I am on hold for half an hour when I dial an 800 number for support with my cell phone, are my cell phone minutes being used?

Yes! Any airtime used on a call will consume your plan minutes (unless it is unlimited).

The only exception is when you call Koodo customer service via *611.

If it's during billable hours (not free evenings and weekends), absolutely.

If you only have your cell phone to make such calls it sometimes helps to hurry them up by letting them know your using your cellphone or they may tell you to call back from a landline if they know it will take quite a bit of time.
Just a tip that may or may not help ;-)
