If I use USB cable to use WiFi thru my phone to laptop will it still cost me lot

Do you mean using cellular data to connect your laptop to the internet? It is suggested for limited situations only. Your laptop does not realize it is connected to expensive cellular data, and can download many items in the background. In addition, webpages, etc., sent a phone are a smaller package than those sent to a laptop.  You can expect to use data at twice to three times the rate you do on your phone. Higher if it downloads any updates while connected.

If you do use your phone this way, be cognizant of the data differences.

If you choose to do this I would suggest setting a metered connection on your computer so that it uses less data. As well I would suggest a browser like chrome so that it doesn't download as many images, automatically run flash programs, etc.
