If I use a wifi network why would I be charged for talk time?

I have a pay as you go phone and paid for a talk booster, so to avoid using up my minutes, I though I would use available unsecured WiFi networks, but to my surprise, it still used up my daytime minutes, and I would like to know why?

Having wifi and making calls are two unrelated things. If you make a call you use minutes.
Were you told otherwise by a Koodo employee or something?

Note: There is such a thing as wifi calling (Koodo doesn't have it yet) that allows you to make calls over with but usually minutes are still deducted when using this.

Unless you are making calls via Skype, Hangouts, Whatsapp, Messenger..... calls that uses data like on a computer.

You can always check your detail minutes in selfserve (when, how long did it happen and how much they charged you).

Unless you use VoIP apps like other mentioned, you will be charged for talk time.
