Not automatically. If you keep it in airplane mode and turn on Wi-Fi it will keepyou from getting charged. You can also take the Sim card out to keep it simple.

When you cross into another country you will receive a text saying what you can get charged for and the prices it will be. For example on most plans incoming texts while in the US are free. Just check your plan out and adjust accordingly. If you have free incoming texts than just turn off your data, if not than turn it on airplane mode, etc.

If you are not in the USA, you require the free International voice add-on be active on your account to connect to other carriers.

You can  add the free “International Voice Roaming" and / or the free “International Data Roaming” add on. Then turn airplane mode on and off. When your phone connects it should be working. Buying any of the Travel Add-ons only nets you a savings on your roaming fees, it does not change anything about the ability of the phone to roam.
