I'm interested in a Moto G. If I pay retail for the phone, and don't run a tab, will it be unlocked? I intend to transfer my existing Koodo plan to the new phone.

No,  It will still be locked.    It would be $35 to get it unlocked at a Koodo Kiosk

It will be locked. After 90 days in good standing on a Koodo plan, you can unlock it for $35.

If you bring one over from another provider, Koodo will unlock it for free when you sign up for a plan.

You can take a look at eBay and Amazon as an alternate source, but unlocked Moto goods are often outrageously expensive.

Outright purchases can have the phone unlocked right away without waiting the 90 days. And 90 days is for the overall account, not line specific

I'm pretty sure if you buy the phone outright the 90 days does not apply. The 90 days applies if you have a negative Tab.
