If+I+call+a+U.S.+Cell+number+this+in+Canada+will+I+incur+charges?

A person with a U.S. based cell phone is travelling in Canada. I would like to call him from my phone which has unlimited Canada wide calling. Will the call be considered a call to the U.S. because of the U.S. Area code or will it be considered Canadian because the phone is actually in Canada?

Also the person you are calling would probably incur roaming charges (unless they are with one of those awesome roaming included plans)...
