Call to Canadian Cell phone in USA

If I call from Ontario using my Koodo number to a cell phone with an Ontario number when that phone is in Florida is that call treated as a call within Canada or to the USA?

Your charges are nothing extra. You have a Canadian number calling another Canadian number while you are in Canada. Same story if the person phones you from Florida or the Moon: receiving a call while in Canada is part of your standard plan.

The other party will require some type of roaming package (at their expense) since they are no longer on Koodo's home network.

For you it would be as if the phone was still in Ontario. For the phone owner, it would be a roaming call, with attendant costs.
