I would like to purchase an iPhone 6 from koodo paying 270$ up front then paying another 21$ over the next 24 months if I do this does that mean the phone would be locked to the koodo carrier?

The phone will be locked to Koodo, and you will have a 2-year agreement (aka contract).

If you buy this the phone will be locked to koodo I think you can request to have it unlocked for $35 after 3 months. Also in the event there is a misunderstanding, in order to use the tab as mentioned you have to sign up for a plan with koodo (which will have to be the tab plus plans as you'd be using the larger tab).

The only way to purchase an iPhone 'new' and unlocked is generally from the apple store itself.  They do charge $50.00 less than Koodo would for a 'no tab' price as Apple charges each carrier a $50.00 stocking fee.  If you were to purchase a phone on contract, it is carrier locked.  You would have until September 2016 to have it unlocked for $35.00

For the Tab Plus you would not be able to keep an existing plan and would have to migrate over to a designated 'tab plus' plan. They start at 59.00 / month with 300 local mins, unlimited texting, evenings and weekends, voicemail and 1 GB of data.  With the 21.00 tab charge the plan would cost you $80.00 / month before taxes.
